Penelope's special gift is the ability to see and guide the spirits of the departed. She is also the Wherlocke family member, who ends up tending the family's byblows, young boys fathered by her single male relatives and abandoned by the mothers paid to raise them . When her own father, a Marquis dies, and her mother remarries, the new husband adopts Penelope but refuses to share his home with Penelope's younger illegitimate half brothers. Penelope establishes a separate residence for the two boys, is a less prosperous area of London, and does her best to provide for them. Over the next few years, she is entrusted with the care of 6 more young male relatives, and both of her parents die in a boating mishap. Her stepbrother Charles becomes her legal guardian until she marries, or turns 25. Late one night, as she leaves the "group home" she is kidnapped, taken to a bawdy house, drugged and imprisoned in a room, where she meets the spirit of a young woman who died there. She is about to be ravished by Lord Ashton Radmoor, who also happens to be courting her stepsister Clarissa, when three of her young charges come to her aid. Ashton summons the friends that accompanied him to the bawdy house, and together, they assist with Penelope 's escape and her return home. Penelope has vowed to help the young woman's spirit, and her young charges concoct a plan to surveille the goings on at the bawdy house, and find a way to investigate its wine cellar. Lord Ashton and his friends have begun steps to discredit and close down the Madame's business, and join in with the lads. Lord Ashton is on hand to assist Penelope when she is deliberately run down by a carriage, and again when she is shot during an outing with some of her boys. He falls more and more in love with Penelope and she takes him as her lover.
Over the course of the story, the young charges begin to show their special abilities, the Madame is arrested when corpses are found buried in her cellar, Lord Radmoor finds a way out of his severe financial difficulties, and Penelope discovers that she is much wealthier than she had supposed.
