This episode in the Inspector Colbeck series is different than its predecessors in that we know the identifies of the villains from the beginning. The interest for the reader is learning how Inspector Colbeck and Sergeant Leeming will track down and apprehend the multiple murderers. Unfortunately, this police procedural thriller balloons to 350 pages as the author re-introduces his series characters (some of whom play cameo roles); and he moralizes more than earlier books. More international travel by steam-power in this story.

Colbeck hears that a villain from a previous book, Jeremy Oxley, has, with the help of his girlfriend, escaped from a train taking him to be hanged. Inspector Colbeck and Victor Leeming track Oxley from town to town along the railway lines. When it looks as though they finally have Oxley trapped, he escapes on a sailing ship to America. Determined not to be outfoxed, Colbeck with a very reluctant Leeming, take a steamship to America, so as to arrive ahead of the sailing ship. Oxley manages to create a diversion, when disembarking, to evade them; but is finally captured and returned to England. In all the excitement, Colbeck almost misses his own wedding.
