A very complex story set in the late 1880s in NY, but definitely worth reading...

I enjoyed the historical fiction and the typical characters of the time as well as learning about the political dealings for water, etc.

The mystery was less interesting to me, but I still found the book satisfying and I do look forward to reading the next book int he series.
